RBM plans (on basin unit principle) issued in December 2009 and are approved by the government for a validity period of 6 years. A governmental Decree No. 1127/2010 (V. 21.) on “Hungary’ RBMP” was used as a point of reference for the approval of the plans. The EU WFD and its implementation obligation was the driving force and the planning process was facilitated by the Ministry of Environment and Water. The elaborations of RBM plans were financed both by the EU and the Hungarian (85% and 15% respectively) sources. A Programme of Measures to achieve the good status of the water environment includes legal, institutional, technical and administrative actions.

The RBMP will be approved by the Government in 2010. River basin management plans for four river basin districts (Nemunas, Venta, Lielupe and Dauguva) have been adopted by governmental decree in summer 2010. The RBMPs will be implemented in the period from 2010 through 2015 and updated every six years. The EU WFD was the main driving force for preparation of the RBM plans. The planning process included throught public and stakeholder participation. GWP Lithuania is actively involved in facilitation of public discussions.

Poland does not have an IWRM Action plan but instead it is developing River Basin Management Plans (RBMPs) and these are not yet approved. The basis to develop RBMPs is in Water law (from 2001). The RBMP are valid for the first planning cycle (6 years) and follow EU WFD requirements. The planning process was facilitated by the National Water Management Board at national level, and by Regional Water Management Boards on the basin level. At the basin wide scale of Oder River Basin, the International Commission for the Protection of Oder River has been also involved. Other international projects that also had input in implementation process included EU Phare and EU Technical Assistance. The elaboration of RBMPs was jointly financed from national budget and in the first stage by EU funds.

RBM plans were approved in January 2011 with the Government approval Order nr. 80/ January 2011 after the finalization and approval of the Strategic Environmental Assessment report by the Romanian Parliament. The National WRM Plan is part of the Danube RBM Plan and covers the period of first EU -WFD cycle, 6 years (2009 -2015) It should be mentioned that the National RBMP is based on the 11 Sub-Basins RBM Plans as the national water system is divided. The Quantitative Water Resources Development Plan was also worked out and will be finalized and approved in the 3rd quarter of 2011. The planning process was facilitated by the Ministry of Environment and Forest at national level and National Water Administration “Apele Romane” as responsible executioner and implementer. The elaboration of RBM plans was jointly financed by EU and Romania. |

The National Targeted Program for Water Management Development was issued in 2002. It was developed by State Committee for Water Management and approved by Parliament as Law. The Targeted Program was revised in 2009 with the declared intention to harmonize it with EU WFD. It is pending a Parliament for approval (anticipated in 2010). It describes measures for period till 2020. The elaboration was financed by SCWM. The National Targeted Programs is the only mechanism for the implementation of budget funded programs.
